As Country Representative for IREX El Salvador and the USAID Citizens Empowered Activity (CEA), they will lead the operational aspects under the guidance of the Project Director, Information and Media Practice. They will manage the day-to-day finance, operations, compliance and accounting duties, ensuring compliance with local law, United States Government (USG) regulations, and IREX policy for the USAID Citizens Empowered Activity (CEA) and SAFE project located in El Salvador. They will coordinate with DC program team and Global Finance, manage accounting and finance and security staff in El Salvador, and liaise with the Grants and Contracts team.

As IREX El Salvador Country Representative, they will hold the legal representation of IREX in El Salvador. They will be accountable for financial oversight of the country office, developing strategic initiatives, organizing and identifying efficient workflows for compliance and procurement processes and Global Human Resources.

Your Background & Skills

  • Bachelor’s degree in finance/accounting or related field, master’s degree highly preferred.
  • Minimum 12 + years of progressive experience or a master’s degree and 11 years of experience, working with NGOs as a country representative or finance manager, preferably with United States Government experience.
  • Budgeting and budget tracking skills, as well as financial management skills.
  • Expertise in procedures required for adequate planning, monitoring, and realigning of complex budgets.
  • Demonstrated knowledge of financial management, and management of employee compensation systems.
  • Practical knowledge of QuickBooks Accounting Software or similar accounting software is a plus.
  • Experience managing, working and training team.
  • Strong knowledge of MS Office programs, Excel in particular.
  • Strong knowledge of the local labor and financial law in El Salvador.
  • Excellent interpersonal and teamwork skills.
  • Fluency in English required; professional proficiency in speaking, reading, and writing in English is required.
  • Ability to communicate effectively with internal and external stakeholders, including governments, private sector, higher educational institutions, schools, donors, etc.
  • Strong representational and organizational skills.

Your Daily Tasks

  • Provide high-level oversight of day-to-day office and operations management and ensure compliance with office policies and general safety and security protocols.
  • Represents the El Salvador office internally and externally.
  • Undertake occasional domestic and international travel as required.
  • Manage relationship with the IT department in the DC office, ensuring the implementation of all policies and procedures are at the country level
  • Support the CEA Project Chief of Party (CoP) in developing and presenting reports to donors and key stakeholders.
  • Work closely with the CoP, Finance and Operations Manager, Senior Compliance Officer, Sr. Grants and Contracts Manager and other relevant staff.
  • Liaise with Salvadoran legal firm and coordinate with the Global HR team, Global Finance and programs teams who are in home office.
  • Provide support to the development of budget proposals.
  • Oversee the financial management of the country office project(s).
  • In collaboration with the Finance and Operations Manager and the Senior Compliance Officer, ensure compliance with Salvadoran laws, U.S. Government regulations and IREX policies.
  • In collaboration with the CoPs and Finance and Operations Manager, implement and oversee financial systems and internal control procedures promoting cost efficiencies and optimization of office resources.
  • Approve and submit periodic country office and project financial reports in coordination with the Finance and Operations Manager.
  • In collaboration with the Finance and Operations Manager oversee procurement, project payments, and shared office costs.
  • In collaboration with the Senior Subgrants and Contracts Manager, assess and manage financial risks for beneficiary organizations.
  • Manage the Finance and Operations Manager, the Senior Safety and Security Officer and other team members as required.
  • Lead the establishment of effective communication channels and workflows between program staff, sub-recipients, and Project Directors to enhance program coordination and efficiency.
  • Ensure that IREX’s DEI priorities are being implemented in the El Salvador office.
  • Other support duties as needed.
