Job Summary

The Grants & Contracts Officer, based in Amman, will support the USAID-funded Higher Education for Innovation and Growth (HEIG) Activity by managing day-to-day grants and contracts administration, compliance, and partner financial oversight. Reporting to the Subaward, Grants & Contracts Manager, the Officer is responsible for ensuring adherence to IREX, USAID, and USG regulations, including 2 CFR 200/700, and local laws. Key responsibilities include reviewing and processing partner financial reports and payments, recording expenses in the iKNOW system, supporting due diligence and risk assessments, monitoring subaward compliance, and maintaining accurate grant records for audit readiness. The Officer will provide guidance and training to partners on compliance, financial management, and reporting requirements, while tracking budgets, cost-share, and deliverables to ensure accountability and timely implementation. This position plays a critical role in strengthening grantee capacity, safeguarding donor resources, and supporting the effective delivery of project results.

Knowledge & Skills:

  • Strong knowledge of USAID regulations (2 CFR 200/700, 22 CFR 226) and donor compliance requirements.
  • Solid understanding of grants and contracts management, including due diligence, risk assessments, and compliance monitoring.
  • Familiarity with financial systems (e.g., iKNOW, QuickBooks, or similar accounting tools) and strong financial analysis skills.
  • Ability to review and interpret budgets, agreements, and financial documentation with a high degree of accuracy and attention to detail.
  • Knowledge of Jordanian laws, taxation, and reporting processes relevant to grants and contracts.
  • Strong organizational and project management skills; ability to prioritize multiple tasks under tight deadlines.
  • Excellent communication and interpersonal skills, with the ability to train and support partners on compliance, procurement, and reporting standards.
  • Problem-solving mindset with the ability to identify risks and recommend corrective actions.
  • Fluency in written and spoken English; proficiency in Arabic is an advantage.
  • High level of integrity, accountability, and professional judgment in handling sensitive information.

Requirements:

  • Bachelor’s degree in international development, finance, accounting, business administration, or a related field.
  • Minimum of 4 years of relevant experience in grants, contracts, or financial compliance management, preferably within donor-funded programs.
  • Prior experience working on USAID-funded projects strongly preferred.
  • Demonstrated experience in managing partner budgets, reviewing financial reports, and ensuring compliance with donor regulations.
  • Familiarity with donor compliance frameworks (2 CFR 200/700, 22 CFR 226) and procurement regulations.
  • Proven track record in supporting subawards or grantmaking programs, including due diligence and risk assessments.
  • Strong organizational skills with the ability to manage multiple tasks, meet deadlines, and maintain attention to detail.
  • Excellent written and verbal communication skills in English; proficiency in Arabic is an advantage.
  • Ability to work independently and collaboratively in a fast-paced, cross-cultural environment.
  • Demonstrated integrity, professionalism, and commitment to compliance and accountability.
  • Valid authorization to work in Jordan.

Your Daily Tasks

  • Review and process partner financial reports and supporting documentation.
  • Record partner expenses in the iKNOW system, ensuring accuracy and compliance with grant agreements.
  • Process partner and subrecipient payment requests in coordination with the Finance team.
  • Monitor subaward budgets and track expenditures against approved allocations.
  • Respond to partner inquiries related to compliance, procurement, and financial reporting.
  • Update and maintain grants tracking systems, including milestones, deliverables, and deadlines.
  • File and organize grant documentation (agreements, addendums, reports) for audit readiness.
  • Support the completion and updating of Due Diligence Questionnaires (DDQs).
  • Communicate regularly with grantees to follow up on deliverables, compliance issues, and reporting timelines.
