IREX is seeking a qualified professional to fill the position of Program Officer for its Ukraine Rapid Response Fund (URRF).

The goal of the U.S. Department of State-funded Ukraine Rapid Response Fund (URRF) is to address immediate needs and strengthen the resilience of Ukraine’s government, civil society, and civilian population amidst the Russian invasion, in support of Ukraine’s national resilience system. IREX works with stakeholders to support local actors and, in some cases, provide direct assistance to develop sustainable solutions. The program offers rapid and flexible mechanisms that help civilians and key civil society groups mitigate the worst impacts of combat operations. In addition, improved planning and coordination within the government, between government and civil society, and among these actors and external partners enable a more effective overall response.

Under the supervision of a Senior Program Manager, the Program Officer will work with stakeholders, support local actors, conduct grants and contracts management and in some cases provide direct assistance to address critical needs and respond to the challenges of war in Ukraine. Due to the dynamic program environment, specific duties and responsibilities may change rapidly, requiring a high degree of flexibility by the Program Officer.

Performs additional duties and tasks to meet the needs of the organization, team, or as assigned by manager.

Your Background & Skills:

Experience

  • Bachelor's degree in social science, international affairs, or similar discipline.
  • A minimum of 3+ years of experience in project management, humanitarian response, NGO or government sectors.
  • A minimum of 1 year experience working with international donor-funded projects.
  • Experience working with government agencies and first responders, such as the State Emergency Service of Ukraine, will be considered an advantage.
  • Very good command of English Language and Ukrainian language is required.

  • Strong intercultural and communications skills.
  • Demonstrated proficiency with Microsoft Office (Outlook, Word, PowerPoint, and Excel)
  • Demonstrated very good communication skills and follow-up skills.
  • Must demonstrate valid proof of unrestricted work authorization in Ukraine.

Your Daily Tasks:

  • Coordinate and implement full-cycle project activities focused on providing rapid response assistance to Ukraine;
  • Provide programmatic management, and oversight of subawards to local organizations;
  • Coordinate with Grants Management Team to facilitate compliance of subawardees and contractors;
  • Coordinate the distribution of critical equipment;
  • Coordinate and organize trainings and other activities aligned with program priorities;
  • Cooperate with Procurement Team on organizing procurement processes: provide technical expertise, draft scope of work, provide input to determining bidder eligibility and develop programmatic evaluation criteria, participate in bids evaluation;
  • Coordinate consultants and vendors from the programmatic end, ensuring the quality of services provided;
  • Support connections between various governmental and non-governmental actors;
  • In coordination with Communications Team, contribute to the Program’s internal and external communications through presentations, cooperation with communication vendors, and collaboration with colleagues;
  • Draft or contribute to written documents such as concept notes, reports, memos, request for approvals, summaries, analytical papers, presentations, grant agreements, contracts, and other programmatic documents to support program implementation;
  • Contribute to the capacity building of IREX’s governmental and non-governmental partners;
  • Evaluate project applications and other submissions;
  • In close cooperation with Sr. Program Manager, contribute to budget planning and expense tracking;
  • Ensure compliance with IREX’s and donor’s policies and procedures;
  • Review relevant financial, procurement and subawards-related documents and provide recommendations;
  • Coordinate feedback collection related to Program activities, including withing the monitoring visits withing Ukraine;
  • Contribute to monitoring and evaluation of Program activities, data collection, and results capturing in close collaboration with Monitoring and Evaluation Team.
  • Other duties as assigned.
