The Capacity Building Manager, under the supervision of Project Director and in close coordination with Project Manager, supports the Ukraine Veterans Rehabilitation and Reintegration (UVRR) Program in its work to build local capacity of non-governmental and local government partners in implementing relevant, quality, and data-driven policies and interventions that facilitate veteran reintegration and sustain veteran service delivery.

UVRR works to enhance the institutional capacity of Ukraine’s veteran services system to ensure that veterans and their families have opportunities to live and thrive in civilian life. This involves strengthening regional and community-level support systems and expanding support to organizations offering employment, physical and mental health services to veterans.

The Capacity Building Manager will work closely with UVRR’s subawardees and partner hromadas to help them raise their institutional capacity and become effective, recognized, and financially sustainable service providers to veterans and their families. S/he will assess the capacity needs and lead the development and implementation of practical and realistic capacity building plans, identify resources and tools, and track progress towards capacity benchmarks. S/he will cooperate closely with program managers overseeing the implementation of projects and interventions and contribute to sustaining project outcomes and institutionalization of models, approaches, and best practices introduced through the UVRR Program across veteran serving NGOs and government institutions. The position is responsible for the development and execution of project work products, to include but not limited to program timelines, budgets, reports, and other products as identified. S/he represents IREX inside the country or region in the areas of his/her expertise.

Your Background & Skills:

Experience and expertise

  • Bachelor’s Degree in relevant field. Master's degree preferred.
  • Minimum 7+ years of progressive job experience in program coordination, project management, or organizational development; or a Master's degree and 6 years of experience.
  • Experience in organizing and implementing trainings, workshops, and/or capacity building programs.
  • Experience in supporting institutional development of non-governmental and/or municipal institutions that led to tangible results in a wartime setting.
  • Experience of working with local governments and understanding principles, processes, and legislative base for local policymaking in a wartime setting.
  • Experience of working with vulnerable and at-risk groups and understanding of Do No Harm approach.

Skills

  • Proven ability to coordinate program activities and staff in a complex environment.
  • Demonstrated ability to communicate effectively with diverse stakeholders, including local governments and hromada activists, civil society, and international partners.
  • Ability to translate practices into policies and communicate complex topics, such as sustainability, impact, and localization to different audiences.
  • Strong training and presentation skills.
  • Strong organizational and problem-solving skills, with the ability to manage multiple priorities.
  • Knowledge of veteran sector is an asset.
  • Excellent oral and written communication skills in English and Ukrainian.
  • Strong teamwork, mentoring, and leadership potential.
  • Proficient in Microsoft office products, including Excel.
  • Must demonstrate valid proof of unrestricted authorization to work in Ukraine.

Your Daily Tasks:

  • Develop a realistic and need-driven approach to strengthening institutional capacity of key UVRR local implementing partners, in close cooperation with Program Managers, relying on IREX’s Partner-Led Performance Improvement model.
  • Design tools that will help local partners assess their capacity building needs, prioritize achievable benchmarks for the identified timeline, select interventions that are needed to grow capacity, formalize them as institutional development plans, and plan resources necessary to implement them.
  • Coordinate with Sr. MEAL Manager on embedding capacity building tracking, including design of comprehensive and feasible performance indicators, in the local partners’ project implementation cycle.
  • Provide programmatic oversight to selected key UVRR subawardees.
  • Support UVRR partners in identifying practices, models, and approaches that can be sustained and institutionalized beyond UVRR Program duration and integrating specific institutionalization and/or handover interventions in their project implementation cycles.
  • Lead and assure quality of veteran policymaking on local level to raise hormada’s capacity in designing participatory and data-driven local policies and programs, which facilitate veteran transition to civil life and contribute to hromada’s safety and economic well-being.
  • Lead the selection and oversee external consultants and/or service providers who will work with UVRR’s partners on capacity building, policymaking, and institutionalization of results with responsibility for assuring quality.
  • Contribute to capturing program outcomes and assessing impact.
  • In cooperation with Communications Manager, contributes to dissemination of relevant project results, best practices, and models.
  • Deliver or co-facilitate trainings and other educational events in areas relevant to institutional development of local partners, including both non-government and government actors.
  • Represent the Program in external meetings, conferences, or workshops when delegated.
  • Other programmatic and administrative duties as assigned.
  • Performs additional duties and tasks to meet the needs of the organization, team, or as assigned by manager.
