Who We Are
Ukraine Veteran Reintegration and Rehabilitation Program (UVRR) is a continuation of IREX’s initiative launched in 2019, which aims to create the necessary support systems for female and male veterans to enable them to realize their full potential and contribute to Ukraine's recovery. Under the supervision of the Project Director, the Program Manager (PM) will be responsible for the implementation of project activities on time and within budget, running day-to-day delivery of the assigned tasks and components in line with the approved workplan, managing the team, and coordinating with support units (grants, monitoring and evaluation, communications). S/he is responsible for the development and execution of project work products, including but not limited to program timelines, budgets, reports, and other products as identified.
He/she will work closely with partners and sub-grantees, attend and monitor project activities in the regions, and hire consultants and subcontractors as needed. The Program Manager will be responsible for providing oversight on implementation of activities by program grantees and subcontractors, as well as for procurement of services in accordance with IREX policies. The position is based in Kyiv with extensive travel to target regions within Ukraine.
Performs additional duties and tasks to meet the needs of the organization, team, or as assigned by the manager.

Your Background & Skills:
- Bachelor’s degree in international development, public administration, management, political science, communications, and/or another relevant field.
- Minimum 7+ years of progressive job experience or a master’s degree and 6 years of experience.
- 3+ years of experience working for donor-funded programs in Ukraine.
- Experience of programmatic subaward management.
- Experience in community engagement, organizing public events and implementing information campaigns.
- Experience of leading a team in a high-paced working environment.
- Experience of working on veteran reintegration or veteran support projects is preferred.
- Excellent understanding of the veteran support system in Ukraine.
- Familiarity with veteran policy, political, economic, social, and conflict issues in Ukraine.
- Demonstrated success in maintaining excellent collaborations with partner organizations, and ability to establish productive relationships with government officials, opinion leaders and media at national and local levels.
- Demonstrated ability to facilitate dialogue and work constructively with a diverse range of actors and to accommodate divergent interests and agendas in a multi-cultural environment, including helping vulnerable populations.
- Proven achievements in the design, management, implementation, monitoring and evaluation of similar programs.
- Excellent cross-cultural communications skills, including the ability to make public presentations and/or lead trainings.
- Experience in drafting requests for proposals, and grants management and oversight.
- Excellent interpersonal, organizational, and representational skills.
- Strong command of spoken/written English and fluency in Ukrainian.
- Ability to handle multiple priorities and complete tasks/projects in accordance with stated deadlines.
- Able to work independently and as a team member with the ability to take initiative, problem-solve, meet deadlines, and be flexible.
- Ability to travel (pending security situation).
- It is preferred for the candidate to be based in Kyiv.
- Must demonstrate valid proof of unrestricted authorization to work in Ukraine.
Your Daily Tasks:
- Support the Project Director by providing technical and administrative leadership for assigned components within the project to ensure that objectives and targets are achieved.
- Accountable for overall technical quality and impact of the project.
- Oversee, monitor, and administer day-to-day management of the program activities.
- Responsible for contributing, creating, and guiding the work associated with key project outputs. including, but not limited to, gathering, drafting, and creating workflow plans, budgets, internal/external reports, success stories, presentations, and other documents, deliverables, and instructions related to program activities, as identified.
- Oversee the development of written communications by drafting, approving, and sending correspondence.
- Ensure effective monitoring, evaluation, and reporting of program activities implemented by program grantees.
- Supply technical assistance in areas of expertise.
- Track and analyze work-plan activity progress toward project objectives and/or track and analyze project indicator data.
- Interact regularly with civil society and media groups, opinion leaders, government officials, members of the international community, and other program stakeholders.
- Develop and maintain effective collaborations with program partners.
- Maintain effective relations and coordination between sub-grantees.
- Represent IREX and support its organizational development.
- Provide oversight on the hiring of consultants and subcontractors, as well as the procurement of services in accordance with IREX policies, as needed.
- Ensures quality of programmatic deliverables and compliance with IREX subaward policies.
- Other duties as assigned.
