Job Summary
Supports the management of a program(s) in the field; supports the development of project work products, to include but not limited to, program timelines, budgets, reports, and other products/documents as Identified.
The Procurement Officer will support the timely and compliant implementation of the Early Grade Education Activity (EGEA) procurement function. Under the supervision of the Procurement Manager, the Procurement Officer will assist in receiving Procurement Requisition (PR) forms, conducting basic market research, collecting bids and quotations, screening and vetting of suppliers, and assisting in the preparation of related documentation.
As part of the Finance and Operations Team, the Procurement Officer will work closely with program staff, and vendors to support transparent, compliant, and efficient procurement processes in accordance with IREX policies and donor requirements.
Performs additional duties and tasks to meet the needs of the organization, team, or as assigned by manager.

Requirements:
- Bachelor’s Degree in a relevant field.
- Minimum of 4-5 years of relevant experience
- Knowledge of local laws required.
- Experience with Donors’ rules and regulations related to procurement and compliance is required.
- Very good command of English Language and Arabic language is required.
- Must demonstrate valid proof of unrestricted work authorization in Jordan
Your Daily Tasks
- Assist in receiving Procurement Requisition (PR) forms and maintaining proper electronic and hard copy filing.
- Assist in identifying and qualifying potential suppliers (and products/services) through market research efforts, as instructed.
- Collect bids and quotations and prepare evaluation documentation, and evaluation summaries for review and approval.
- Assist in the evaluation by serving as a non-voting member on procurement evaluation committees in accordance with IREX policies, procedures, and thresholds, under the guidance and request of the Procurement Manager.
- Screen, vet, and conduct due diligence for vendors, including background checks as instructed.
- Prepare contracts and agreements for review and approval, ensuring all required details and documentation are accurately included.
- Follow up with vendors to track delivery and receipt of goods/services.
- Support in field assessments and compliance monitoring activities, including but not limited to site visits for the project’s events and sample verification, to ensure adherence to the approved specifications and contractual obligations, and formally document any observations for reporting and corrective action.
- Use IREX operations & procurement systems in accordance with established procedures.
- Maintain accurate and updated procurement trackers.
- Maintain and organize the procurement filing system, ensuring all procurement-related documents are accurately archived and properly saved on assigned IREX platforms, in both electronic and hard copy formats, in compliance with filing standards and audit requirements.
- Adhere to integrity, fairness, and transparency in the procurement process by following policies, procedures, and internal controls.
- Ensure procurement files are properly saved on the assigned IREX platforms in compliance with filing standards.
- Ensure compliance with IREX procurement policies and procedures under the supervision of the Procurement Manager.
- Gather required documents and communicate them accurately and in a timely manner.
- Support coordination with internal teams by gathering basic information and relaying clarification requests to the Procurement Manager.
- Maintain clear and professional communication with the operations, program, and technical teams.
- Support the Procurement Manager during negotiations with vendors.
- Prepare documentation, take notes, and follow up on action items during vendor negotiations, as assigned.
- Communicate required compliance documentation to vendors and follow up to ensure timely submission of supporting materials.
- Ensure that beneficial, ethical, and open supplier relationships are created and maintained according to procurement policies, under the guidance of the Procurement Manager.
- Collect and submit payment requests to the finance team along with all needed supporting documents.
- Assist with tracking and requesting weekly fund forecasts for procurement transactions.
- Monitor basic contracts by updating relevant trackers.
- Maintain organized and complete procurement files in accordance with IREX filing standards.
- Work closely with the Procurement Manager to assist with efficient workflow and support transparent procurement processes.
- Assist colleagues in following procurement procedures and submitting required documents.
- Support the sharing of information and maintain clear communication among the project teams.
- Contribute to team effort by undertaking additional tasks and responsibilities as requested.
- Other support duties as needed.
