TVET Governance and Quality Assurance Specialist
Summary of Position:
IREX seeks a qualified TVET Governance and Quality Assurance Specialist to support the anticipated Millennium Challenge Corporation (MCC)-funded TVET Technical Support Consultancy in Belize. The consultancy will support MCA-Belize and the Government of Belize in designing and implementing the Training and Transitioning to Work Activity, which aims to strengthen the governance, quality, and labour-market relevance of Belize’s TVET system and improve learners’ transition from training into employment.

The Specialist will support the development of regulatory and operational frameworks required for effective oversight of TVET providers and programmes. This includes supporting TVET quality assurance systems, accreditation and certification frameworks, national vocational qualifications frameworks, competency-based education and training systems, and broader institutional reforms within Belize’s education and skills development system.

Primary Responsibilities
  • Support the development of regulatory and operational frameworks required for effective oversight of TVET providers and programmes under Belize’s emerging National Training Authority.
  • Provide technical assistance on TVET governance, quality assurance, accreditation, registration, certification, programme approval, verification, and compliance-monitoring systems.
  • Contribute to the design and implementation of accreditation and certification systems for training providers, including standards, operating procedures, assessment methodologies, evaluation tools, and institutional readiness criteria.
  • Support the development, adaptation, and operationalization of national or regional vocational qualifications frameworks, including alignment with competency-based education and training principles and relevant regional standards.
  • Advise on quality assurance mechanisms for training and assessment across secondary, postsecondary, tertiary, public, and private TVET providers.
  • Support the development of procedures for programme registration, accreditation, approval, monitoring, and periodic review to ensure quality, relevance, and consistency across TVET delivery.
  • Contribute technical inputs to the TVET Quality, Accreditation and Programme Oversight Framework, including analysis of the feasibility, benefits, risks, resource implications, and implementation requirements associated with adopting or adapting regional qualifications frameworks.
  • Support capacity building for the National Training Authority, training providers, assessors, verifiers, institutional leaders, and other relevant stakeholders on quality assurance, accreditation, certification, competency-based training, and programme oversight.
  • Collaborate with the Team Leader and other technical experts to ensure governance and quality assurance work is aligned with sector skills councils, labour-market alignment mechanisms, competency-based curricula, work-based learning models, and data systems.
  • Participate in stakeholder consultations, validation workshops, technical meetings, and review processes with MCA-Belize, MoECST, the National Training Authority once established, training providers, private sector representatives, and other stakeholders.
  • Prepare high-quality technical inputs, tools, manuals, guidance notes, training materials, and deliverable sections that are practical, evidence-based, and designed for long-term national ownership and institutional adoption.
  • Support monitoring, reporting, risk identification, and adaptive implementation related to TVET governance, quality assurance, accreditation, and institutional reform activities.
  • Other duties, as assigned.

Primary Qualifications
  • Advanced degree in education policy, technical and vocational education and training, quality assurance, educational leadership, or a related discipline.
  • At least seven (7) years of experience in the development or implementation of TVET quality assurance systems, accreditation frameworks, national vocational qualifications frameworks, or regulatory systems for training providers.
  • Demonstrated experience designing or implementing accreditation and certification systems for training providers.
  • Strong knowledge of competency-based education and training frameworks and their alignment with national or regional qualification systems.
  • Experience supporting institutional reforms within education or skills development systems.
  • Demonstrated understanding of TVET governance, quality assurance, provider oversight, assessment, verification, program approval, and compliance-monitoring functions.
  • Experience developing technical frameworks, standards, tools, operating procedures, manuals, or guidance for education, TVET, or workforce development institutions.
  • Experience providing capacity building, training, coaching, or technical assistance to government counterparts, quality assurance bodies, training providers, assessors, verifiers, or institutional leaders.
  • Experience working with Ministries of Education, national training authorities, TVET agencies, accreditation bodies, or comparable public institutions in developing or middle-income countries is preferred.
  • Experience in Belize and/or Caribbean small-state education and TVET systems is preferred.
  • Strong analytical, facilitation, writing, and communication skills, including the ability to translate technical requirements into practical tools and implementation guidance.
  • Excellent written and spoken English required.
