Senior Program Officer supports the implementation of Ukraine Veteran Reintegration and Rehabilitation (UVRR) activities focused on strengthening veteran communities and expanding effective regional coordination between veterans, veteran-serving organizations, and government authorities. The position works closely with veteran communities, civil society organizations, local and regional authorities, and other stakeholders to strengthen sustainable mechanisms for dialogue, coordination, and veteran participation in the development and implementation of veteran policies and services at the hromada and regional levels.
The position is based in Kyiv with frequent travel throughout Ukraine (in compliance with IREX policy and security situation in Ukraine).

Your Background & Skills:
- Bachelor’s Degree in social science, law, or similar discipline
- Minimum of 5 years of relevant experience in dialogue building, social cohesion and Ukrainian legislation
- Experience working with international donor-funded projects.
- Strong command of spoken and written English, Ukrainian,
- Experience in stakeholder engagement, facilitation, hromada development, regional coordination, or participatory decision-making is preferred.
- Experience working with local and regional authorities, civil society organizations, and hromada-based stakeholders.
- Excellent interpersonal and communication skills
- Ability to be creative and generate new ideas.
- Strong attention to detail and responsibility
- Must demonstrate valid proof of unrestricted work authorization in Ukraine.
Your Daily Tasks:
- Supports the development and implementation of program activities aimed at strengthening veteran communities and veteran participation at the local and regional levels.
- Supports the development and expansion of regional coordination mechanisms between veterans, veteran-serving organizations, local and regional authorities, and other relevant stakeholders.
- Works directly with veteran communities and local, regional and national veteran organizations to identify needs, challenges, and opportunities for strengthening veteran support and reintegration at the community level.
- Facilitates regular dialogue and cooperation between veteran communities and local and regional authorities to strengthen veterans’ participation in decision-making processes related to veteran policy and services.
- Supports the establishment and strengthening of sustainable coordination platforms, working groups, veteran councils at the local, regional, and national levels, and other mechanisms for engagement between veterans and public authorities.
- Provides technical and organizational support to local and regional stakeholders in developing and implementing veteran-focused initiatives, programs, and solutions.
- Supports peer learning and exchange of effective practices among communities and regions, including identification and dissemination of successful local veteran support and coordination models.
- Identifies gaps and challenges in regional veteran support systems and provides recommendations for improving coordination, accessibility, and responsiveness of services to veterans and their families.
- Synthesizes regional needs, challenges, and effective practices to inform program recommendations and contribute to dialogue with national-level stakeholders on veteran policy and service delivery.
- Builds and maintains relationships with veteran organizations, veteran councils, local authorities, regional administrations, Veteran Support Specialists, civil society organizations, and other relevant actors.
- Organizes and facilitates regional meetings, consultations, roundtables, workshops, and other dialogue formats involving veterans, government representatives, and community stakeholders.
- In cooperation with MEL team develops a feasible performance assessment framework for policy coordination mechanisms; draws lessons from implementation and feeds them into model coordination structures.
- Monitors implementation and results of regional activities and contributes to program reporting, analysis, and documentation of lessons learned and effective practices.
- Coordinates with other UVRR program components to ensure that regional activities are aligned with broader program objectives and contribute to strengthening Ukraine’s veteran support system.
- Represents the program at relevant regional meetings, working groups, consultations, and events, as assigned.
- Stays up to date with monitoring the situation in Ukraine and how it affects staff and communities to ensure the safety of all participants;
- Other duties as assigned.
