IREX is seeking a qualified professional to serve as Finance and Administration Manager for its Iraq Programs portfolio. Reporting to the Country Representative, the Manager will oversee day-to-day finance, accounting, administration, procurement, and operational functions, ensuring effective support to program implementation and compliance with Iraqi law, U.S. Government requirements, donor rules, and IREX policies.
Job Summary
Under the guidance of the Country Director, the Finance and Administration Manager manages day-to-day finance, accounting, and administrative operations, ensuring full compliance with Iraqi law, U.S. government regulations, and IREX policies. The role is responsible for financial oversight, budgeting, procurement, logistics, human resources support, and office operations. The position also supports program teams in financial reporting, maintains currency flow control, and coordinates closely with IREX headquarters and regional finance teams.

What You’ll Do
- Manage finance, accounting, administration, and operational systems for IREX programs and office operations in Iraq.
- Develop, monitor, and update program and office budgets, forecasts, burn-rate analyses, and financial reports.
- Ensure costs are allowable, allocable, reasonable, properly documented, and compliant with donor and IREX requirements.
- Prepare and submit monthly, quarterly, and annual financial reports, projections, and variance analyses.
- Manage bank reconciliations, payment processing, cash-flow monitoring, payroll coordination, tax obligations, and statutory reporting.
- Oversee procurement and vendor administration and ensure adherence to IREX procedures.
- Maintain complete, accurate, and audit-ready financial records and supporting documentation.
- Coordinate closely with IREX headquarters, Global Finance, program teams, vendors, and relevant government entities.
- Support internal and external audits, prepare requested documentation, and help address findings.
- Provide financial inputs, budget development, and cost analysis for proposals, renewals, and program modifications.
- Supervise, guide, and build the capacity of finance and administrative staff.
- Perform other duties as assigned.

Your Background & Skills
Experience
- Bachelor's degree in finance, accounting, business administration, or a related field; master's degree preferred.
- At least 7 years of progressively responsible experience in finance, accounting, or administration, preferably with an international NGO or donor-funded program.
- Experience managing budgets, financial reporting, internal controls, audits, procurement, and statutory compliance.
- Experience supervising or mentoring finance and administrative staff.
Skills
- Strong financial management, budgeting, analysis, forecasting, and expenditure-tracking skills.
- Demonstrated knowledge of donor compliance requirements, particularly U.S. Government regulations and cost principles.
- Strong understanding of accounting systems, internal controls, audit readiness, and financial risk management.
- Excellent organizational and record-keeping skills with a high degree of accuracy and attention to detail.
- Ability to explain financial information clearly to technical and non-technical colleagues.
- Advanced proficiency in Microsoft Office applications, particularly Excel.
- Fluency in Arabic and professional proficiency in English required.
- Valid authorization to work in Iraq.
