Activity/project background
A Ukrainian city town council coordinates efforts to support youth, education, environmental protection, humanitarian aid, and other work to support the holistic success and wellness of community members, including the internally displaced persons who have found shelter and support during the ongoing war. The town council has developed a strategic planning and development department to develop international partnerships that can support their development and relief programming.
The town council is requesting the support of a Virtual Service Pilot Participant (VSPP) to strengthen their external communication and partnership development. They are specifically interested in seeking collaboration with partners and municipalities in Sweden, Italy, France, Japan, and the United States in the next few years.
The organization has previously hosted several Peace Corps Volunteers and has engaged with a VSPP since December 2024. They understand that the role of a VSPP is very different than a two-year Volunteer.
Engagement and tasks
The VSPP will engage in the following tasks, in collaboration with their Host Country Partners:
Online collaboration will generally occur twice a week between 3:00 p.m. – 7:00 p.m., Ukraine time on weekdays. Collaboration sessions are expected to last about an hour. Specific times will be determined during orientation.
The Host Country Counterpart will have access to email, Zoom, and WhatsApp for regular communication and collaboration.
Per the Child Protection Code of Conduct, when engaging online with minors (0-18), two adults must be present.

- Co-assess existing external communications with partners and stakeholders
- Co-create a partnership-building strategy and identify U.S.-based and international nonprofits, municipalities, and aid organizations to invite to the council’s virtual experience sharing sessions
- Strengthen existing outreach and communications strategies for contacting potential partner organizations, ensuring all outreach initiatives are conducted by Host Country Partners
- Provide on-going mentoring support to counterparts
