Project description

The Provincial Local Government Unit of Mountain Province has requested the support of a Peace Corps Response Volunteer (PCRV) to serve as a Disaster Risk Reduction (DRR) Data Analyst. With the enactment of the law in 2010 strengthening the Philippine Disaster Risk Reduction and Management (DRRM) System and providing its framework, the responsibilities and authority for implementing DRRM measures were decentralized to local governments. One of the declared policies in the DRRM Act is to mainstream DRR and environmental protection in the development processes. The Provincial Local Government Unit of Mountain Province is planning to establish an Analytical and Decision Support Tool (ADST) that is a localized, province-led, data-driven platform designed to enhance the decision-making capabilities of the Local Disaster Risk Reduction and Management Councils (LDRRMCs) within its Province.

The primary goal of establishing the ADST is to provide real-time, granular data on disaster risks, vulnerabilities, preparedness, and response levels, helping LDRRMCs make informed, timely decisions. It will integrate geographic information systems (GIS) for precise mapping, Artificial Intelligence-driven predictive analytics, and scenario-based modeling to assess multiple hazards, such as flooding, and forest fires. The PCRV will help build the organizational capacity of the provincial government with their primary stakeholders. Specifically, the PCRV will provide technical support to DRRM officers and other local government units designated staff on activities such as, but not limited, to assist in the planning and development or enhancement of hazard/vulnerability maps, Geographic Information System (GIS)/ Global Positioning System (GPS) and other relevant DRRM data banking/management requirements. The establishment of Analytical and Decision Support Tool will provide a more comprehensive understanding of local needs and vulnerability in prioritizing interventions and allocate resources where they are needed most.

Required Skills

Qualified candidates will meet the following criteria:

  • BA/BS in environmental sciences, biology, forestry or relevant field (e.g. computer engineering)
  • Two or more years of training and experience using data collection tools relevant to role, such as GIS/ArcView, statistical software and mapping applications.
  • Research and analysis skills relevant to role (e.g. impact evaluation results frameworks, assessment, biological monitoring).
