Summary

The Peace Corps Office of Volunteer Health Services is seeking a Supervisory Psychologist or Psychiatrist to lead the Behavioral Health and Outreach Unit. The purpose of this position is to oversee both clinical and non-clinical staff and Volunteer Health System programs, including Psychiatry, Psychology, and Well-Being. This position reports to the Chief Medical Officer of Medical Services and is also open to both 0180-Psychology Series Psychologists and 0602 - Physician Series Psychiatrists.

Major Duties

The Behavioral Health and Outreach Officer performs the following major duties: Designs, implements and monitors health performance measure; evaluates program effectiveness through literature reviews, data analysis, and evidence-based assessment. Collaborates with other federal agencies and external partners on public health and behavioral health initiatives. Provides program-level oversight of Volunteer clinical care quality, medical policy application, and health service standards. Participates in medical review boards and provides guidance to staff on therapeutic environments, clinical approaches, and strategies promoting self-reliance and adaptive behavior. Uses advanced diagnostic and assessment tools to evaluate psychological conditions and develop comprehensive treatment plans, including in overseas settings. Supervises subordinate staff, assigning work, setting priorities, allocating resources, and providing technical and administrative oversight. Manages disciplinary issues, resolves formal and informal complaints, and implements work improvement plans as needed.

Education

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements. Degree: Major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below: Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required. OR Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link); Association of American Medical Colleges (external link); Liaison Committee on Medical Education (external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. Licensure For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician or Psychologist or Psychiatrist from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Requirements

Applicants selected for this position are subject to the following Conditions of Employment: You must be a U.S. citizen and at least 18 years old. Males born after December 31, 1959, must be registered with Selective Service (see www.sss.gov). Prior to employment, Peace Corps will review records for Returned Peace Corps Volunteers and former employees, as required by statutes 5 USC 3322 and 22 USC 2507b. You must submit a signed statement acknowledging adherence to the Peace Corps Conditions of Employment before your first day. You must successfully complete a Public Trust background investigation. A one-year probationary period may be required. This requirement is not applicable to current agency US Direct Hire employees who have completed a probationary period or current Experts who have served for more that 12 months. This position is eligible for additional reappointments, per 22 USC §2506 (a)(8). The initial appointment is a term of five years and subsequent reappointments are in terms of up to five years.

Other Information

Position Information: This is not a bargaining unit position. The minimum and maximum salaries listed on this announcement includes locality pay. Peace Corps Information: This is a federal civilian position in the Excepted Service, and the incumbent will serve as a member of the Foreign Service. Peace Corps employees are paid under the Foreign Personnel (FP) pay system, which differs from the General Schedule (GS) pay system. In the FP pay system, lower grade level numbers indicate higher levels of responsibility and pay. The FP-09 is the lowest, entry-level, grade and the FP-01 is the highest, senior-level, grade. If this is your first federal appointment, you may request credit for prior applicable non-federal service toward your leave Service Computation Date.
