Short Live Climate Pollutant (SLCP) Technical Unit Senior Lead - Cities Program

This is a hybrid position which requires 8 days per month in the office. You will be based in our office in WRI Indonesia, Jakarta. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position.

Program Overview

Under the support of the Climate and Clean Air Coalition (CCAC), WRI Indonesia has established the Indonesia Short-Lived Climate Pollutant (SLCP) Unit to strengthen Indonesia's capacity to design, coordinate, and implement SLCP mitigation policies and actions. Through this unit, WRI Indonesia will provide program management, policy advisory, technical expertise, and institutional coordination to support the development of national strategies, facilitate cross-sector collaboration, and mobilize resources for SLCP mitigation. Supported through an initial three-year CCAC grant beginning in 2026, the Unit is intended to transition into a nationally owned and financially sustainable mechanism beyond the grant period.

The SLCP Unit will be hosted within the Ministry of Environment's Environmental Protection Agency (MoE/EPA), under the Bureau of Legal Affairs and Cooperation, with WRI Indonesia serving as the national delivery and secretariat partner. This institutional arrangement is designed to enable sustained engagement with senior government leadership while strengthening operational coordination across key technical directorates, including Waste Management, Climate Change, Air Quality, and Monitoring, Reporting, and Verification (MRV). Acting as Indonesia's national coordination platform for SLCP mitigation, the Unit will convene relevant ministries—including the Ministry of Energy and Mineral Resources (MEMR), Ministry of Agriculture (MoA), Ministry of Transportation (MoT), Ministry of Industry (MoI), and the National Development Planning Agency (Bappenas)—along with state-owned enterprises, development partners, and subnational governments. Through this platform, the Unit will promote coherent policy development, strengthen integrated data and knowledge systems, mobilize financial and technical resources, and mainstream SLCP mitigation into Indonesia's national development and climate policy frameworks.

Job Highlight

The SLCP Technical Unit Senior Lead serves as the operational head of the Indonesia SLCP Unit, providing leadership for its day-to-day operations and ensuring the effective delivery of its technical, operational, and coordination functions. Working closely with the Political and Strategic Lead, this position support high-level policy engagement, strategic alignment, and program implementation through collaboration with government agencies, development partners, and other key stakeholders.

Reporting to the WRI Indonesia Urban Development and Air Quality Manager, the SLCP Technical Unit Senior Lead is responsible for the overall management of the Unit, including program implementation, technical coordination, team leadership, stakeholder engagement, institutional governance, and resource mobilization. The role oversees a multidisciplinary team comprising program management staff and technical experts, ensuring effective execution of the unit’s work program and fostering collaboration across government institutions, development partners, academia, and other stakeholders.

The SLCP Technical Unit Senior Lead expected to address complex programmatic and institutional challenges, particularly those related to (i) coordinating cross-sector SLCP mitigation initiatives across national and subnational governments; (ii) balancing the priorities and interests of diverse ministries, development partners, and technical stakeholders; and (iii) identifying and resolving operational, policy, and institutional barriers that may affect achievement of the Unit's objectives.

This position is based in Jakarta with flexible working arrangements and domestic and international travel as required. What You Will Do

Program Management (70%)

• Lead the overall planning, implementation, and operational management of the Indonesia SLCP Unit, ensuring effective delivery of annual work plans, strategic priorities, and program objectives

• Develop and maintain the Unit's operational strategy, governance arrangements, work plans, funding pipeline, and institutional sustainability roadmap.

• Coordinate implementation of the national SLCP work program in close collaboration with the Ministry of Environment, other relevant ministries, provincial governments, development partners, academia, and the private sector.

• Oversee the day-to-day operations of the Unit and ensure timely delivery of program outputs, achievement of performance indicators, and effective coordination across the unit and its partners.

• Establish and maintain effective governance and coordination mechanisms, including the Steering Committee, Technical Working Groups to strengthen policy coherence and avoid duplication of initiatives.

• Supervise and mentor a multidisciplinary team of program management staff and technical experts, fostering collaborative, high-performing, and inclusive work environment.

• Coordinate the preparation of annual and quarterly work plans, budgets, progress reports, and technical deliverables in accordance with CCAC and WRI Indonesia requirements.

• Ensure the quality of technical outputs, policy recommendations, analytical products, and program deliverables produced by the Unit and its partners.

• Monitor program performance, identify operational and strategic risks, and develop appropriate mitigation measures to ensure successful program delivery and continuous improvement.

• Oversee financial planning, budget utilization, procurement coordination, grant compliance, and contract management in accordance with donor and organizational policies in collaboration with respective internal team

• Strengthen institutional capacity by identifying technical assistance needs, facilitating knowledge exchange, and supporting the engagement of implementing partners and technical experts.

• Establish systems for knowledge management, monitoring, reporting, and learning to support evidence-based policy development and program improvement.

Strategic Engagement (30%)

• Build and maintain strategic relationships with national and subnational government institutions, development partners, research organizations, civil society organizations, and the private sector to advance Indonesia's SLCP agenda.

• Support the Political and Strategic Lead in preparing high-level policy dialogues, ministerial engagements, and strategic communications with government and international partners.

• Coordinate and facilitate Steering Committee meetings and other governance forums, ensuring timely preparation of briefing materials, meeting documentation, and follow-up actions.

• Identify and pursue funding opportunities to strengthen the long-term institutional and financial sustainability of the SLCP Unit, including supporting proposal development and donor engagement.

• Represent WRI Indonesia and the SLCP Unit in national and international meetings, conferences, technical forums, and partnership events.

• Promote knowledge sharing and strategic communications to increase awareness of SLCP mitigation and showcase Indonesia's progress and leadership.

What You Will Need

Education: Master's degree in environmental science, environmental engineering, climate policy, public policy, economics, urban planning, international development, or a related field is preferred. Equivalent professional experience may be considered.

Experience

• Minimum 5 (five) years of professional experience in program or portfolio management within environmental, climate, air quality, waste management, energy, or sustainable development programs, preferably in an international organization.

• Demonstrated experience building and maintaining strategic partnership and collaboration with national and subnational government institutions, development partners, academia, civil society organization, and private sector in a multi-stakeholder initiatives.

• Experience managing donor-funded programs and ensuring compliance with grant management requirements.

• Experience leading multidisciplinary teams and coordinating complex projects involving multiple institutions.

Skills and Competencies

• Strong understanding of Indonesia's climate, air quality, SLCP, waste, or environmental policy landscape.

• Excellent stakeholder engagement, facilitation, negotiation, and consensus-building skills.

• Strong understanding of project and grant management, financial oversight, monitoring and evaluation, and donor compliance.

• Demonstrated ability to identify program risks, develop mitigation strategies, and manage complex implementation challenges.

• Strong analytical, organizational, and problem-solving skills with the ability to manage multiple competing priorities.

• Excellent written and verbal communication skills in English and Bahasa Indonesia.

Contract Arrangement

Full-time with fixed-term employment agreement for 6 (six) months with a possibility of extension up to 31 December 2027 subject to individual performance, project needs, and budget availability.
